As much as people make fun of Cleveland for the Cuyahoga River Fire in 1968 it was a turning point in US Enviornmental stewardship and really got cleanup efforts going in many cities and spurred the Clean Air and Water Acts. By the 90s water was clean enough in most cities people wanted to actily use it.
That was sort of equal to the Triangle Shirtwaist Factory Fire in a call to action sort of event.

Not only was the water cleaner by the '90s, there was far less industry in cities as well.
