That covers a part of it I suppose, but large public universities bring in much more than simply athletics to the table.

The colleges in Columbus makes it more artistic and progressive than its Midwestern peers. It also helps the nightlife there a lot.

It's actually hard to think of two cities that are good pairs, especially when it comes to sizes. However, I feel like these are decent pairs.

Durham and Winston-Salem

Richmond and Louisville

Montgomery and Jackson

Fort Worth and Oklahoma City

Cincinnati and St. Louis

Columbus and Indianapolis

If we can cross into Canada, then I'd also say Chicago and Toronto, Denver and Calgary, Seattle and Vancouver.
