Which state do you prefer for the upcoming decade? Both states are historically significant, with Pennsylvania having a foundation of the once most important city in the country (Philadelphia), and Georgia having the momentum of one of the fastest growing metros in the country (Atlanta). Pennsylvania is known for its vast mountainous areas and rolling pastures, and Georgia for its variety in mountain, Piedmont and coastal plain. Which state do you prefer for the upcoming 2020s, and why? (Note: I am not necessarily asking which is going to grow/improve the most in the 2020s, just which you expect to prefer in this decade).

Economy: GA (Philly is doing well, and Pittsburgh is okay, but neither compares to Atlanta's economic growth)
Education, K-12: PA (states that have more Democrats in power are often going to fund public education better)
Education, colleges and universities: PA (there are just too many good ones in PA, but GA is very solid in this category as well)
Infrastructure (road conditions, public transit, bridges, water/energy sustainability/supply, etc.): PA (PA has the far better public transit and as a blue-leaning state it will likely have better sustainability in the future. GA has the new roads right now, but can all the new roads be maintained when a conservative state government doesn't have an interest in taxing residents to pay for repairs/maintenance. Also, Savannah will be closer to being underwater.)
Housing (quality of architecture, selection of old and new, urban, suburban and rural, etc.): PA (its urban and suburban housing has been around for a very long time, with new suburban areas popping up all over as well. GA's is newer, and suburban tract homes don't seem to last as well as older suburban homes. And GA doesn't have the quality or quantity of urban housing seen in PA)
Cost of living: Tie (Atlanta could probably become more expensive or at least be on par with Philly, but outside the major cities, it'll be cheaper. Pittsburgh will remain somewhere between Philly/Atlanta and "very affordable")
Major cities: PA (Philly is on the upswing right now and has the potential to be something better than Atlanta when both reach full potential. Savannah will have bad flooding.)
Suburbs: Tie
Small cities and rural areas: Tie (depends on what you want. PA is known for having very nice small town urban cores. Its rural areas are often quite mountainous. GA isn't as hilly overall and its small towns are more rural.)
General state culture, events and activities: Tie (personal preference. I'll prefer PA while others will prefer GA)
Cuisine: PA (you can't argue with Philly being a top food city, but Atlanta is close behind. Then you have the strange Dutch Amish foods and Pittsburgh too)
Outdoor recreation: GA (both have mountains/hills for hiking. Only GA has beaches within its state. Erie doesn't count.)
Scenery: GA (for having a beach in its state borders. Both have mountains/hills)
Climate: Tie (personal preference. I prefer PA because I don't like long hot summers of the South and I prefer a harsher winter to a longer summer)
Geographic position (proximity to out-of-state opportunities and recreation; importance in surrounding region): Tie (PA has the better proximity to out of state opportunities and recreation. It's close to the Jersey Shore, NYC, Baltimore, and DC. It has a city on the Great Lakes. The western part of the state isn't far from major cities of the Midwest. OTOH GA is the most important in its region having both Atlanta and Savannah. Philly competes with NYC and DC. Atlanta dominates the economy of the Southeast.)

I'd give Georgia the slight overall edge personally. I've lived in both albeit briefly and preferred Georgia.
