You get used to warmth and "un-used" to cold when you live in a place that doesn't get cold, and is mostly warm. I've lived in Phoenix since 2001, so I've lost all cold hardiness. I now need a jacket when it's below 60°F, and heavy coat when it's below 50°F

Politics of certain areas aside, I agree that the Twin Cities, and in general the upper midwest, is one of the safest, cleanest, most pleasant, most community-minded, and most family-oriented regions of the country. Honestly, I haven't come across that combination to such a degree anywhere else.
While I do like Phoenix and the southwest in general, crime is not something they need to be bragging about. Even the rural areas and small towns around there...well, especially the rural areas and small towns... are places to be cautious of.
We all have our thresholds.
October-November then March-April are hardly what I'd call "brutal" but we're all different. Phoenix has six-month long hot-as-blazes summers. But, opposite of Minneapolis, April and October aren't the worst, but they're still too hot for my threshold.
The true "hot" period for Phoenix is approximately June 15th to September 10th, at least for us locals who are adapted to the climate. Outside of that 3 month window, it's tolerable to great, and there are days in winter that we consider cold that you wouldn't (i.e. 50s Highs and 35-40 lows)

Honestly, I'd say weather is a draw. Both places have about 1/3rd of the year where the weather outright sucks, and the rest of the year is mostly fine with a few months of ideal weather.
