I'm not raising a family as we are seniors, looking to retire to mild weather, comfortable place with enough amenities to keep us busy and a big city not too far away.
wow I don’t even know where to begin Baltimroe is a major city Providence is not and it’s got an even more lax regulation of entertainment, there’s way more of everything let alone the high end cool stufff like boating and all that. Trust me. It is NOT close despite Bmore negatives. Very cool arts scene that bigger and even more rail e than Providence, amazing happy hours, more block parties, outdoor music, on and on.
Had you said Boston I could ride with that. Due to Boston’s amenities and cultural tapestry and offering by in general.

But if you add in Boston, you have to add in Washington DC. Then if you add Boston and Washington DC, you have to add stuff like Cape Cod/MV/Nantucket (Retirees love that stuff) and the whole Chesapeake. I think proximity-wise, Newport wins.. but again, I dont know where the OP wants to stop.
And well, sometimes I like secondary cities over major cities. ie, I would prefer to live in Portland ME over Boston, or Raleigh NC/Charlotte over Atlanta, Dublin over London, in a lot of situations depending on how the MSA is. I know little about Baltimore.
Might have to create a Baltimore vs Providence spin off thread for this.
Personally I think retirees may find more to do in Baltimore.
Both have museums, I'll give Baltimore the edge with a better variety.
Baltimore has the great aquarium and the inner harbor where you can catch a baseball game at Camden Yards. If football is your thing you have the Ravens and Univ Maryland with big ten basketball and football in College Park MD.
And what's the Newport equivalent of having the Eastern Shore and St Michaels within an hour's drive? I guess Mystic CT??
Providence has better Italian food but Baltimore is no slouch especially if you like crabs. Though to be honest I'd assume your culinary needs will be more than met in both Annapolis with DC to add some more international flair.

there are housing projects in Newport, relatively crime-free.
That is inaccurate. Maybe not on Chad Brown (Providence) or Bromley-Heath (Boston) levels, but they still see several shootings and stabbings a year. Many tourists are unaware that there are literally "two Newports".

Not bmore slander.. more the cape and a plethora of beaches are under an hour and a half from
Newport. Or whatever retirees like to do.
