I would choose Philadelphia and San Francisco, they are both very urban and dense.

If we're talking about CBD, Houston for height, Philly and LA for the combination of height and density, and SF for density. Miami is approaching in density and in height - but is not quite there yet. Its really a tossup between LA, Philly and SF IMO, but you can make a case for Houston and eventually Miami once they have built out their current massive boom.

Houston has amazing density in its downtown, it's what surrounds downtown that lacks density.

Philadelphia, because of its combination of several tall buildings and many other mid-sized skyscrapers that
Philly has. San Francisco is a close 2nd.

Sorry, but you're wrong. Miami has the 3rd largest skyline, but that has nothing to do with Miami's CBD. Most of the towers in Miami are condos and hotels, not corporate headquarters. I believe Philly and SF have the biggest CBDs after NYC and Chicago. DC's up there too, depending on whether you count federal offices as commercial office space.
