Besides LA. Because I could have guessed that by myself.

New York seems like a logical second because of all the film festivals. What I'm looking for is the most practical place for an Independent Filmmaker. Not high budget commercial films, but Sundance/Toronto/Cannes style independent films.

Outside of LA and NYC, Austin has an pretty good indie movie scene also. I've also heard Portland and Minneapolis are up right along with it.

I'd first say that "indie" doesn't mean what it's generally accepted to mean when it comes to film. Even low budget films have to be funded, because it's still costly, and that "indie film" funding is mostly through the studios anyway--via development deals, independent production houses still tied to the industry, talent agencies. It's just the crass fact of the matter, and I suspect you know that anyway. If you're absolutely self-funded and independent through other financing avenues, then where you are now or wherever you end up as a personal matter is the best place for you to make movies, in that truly guerilla sense.

That said, I would suggest Oakland, CA, for its proximity to Berkeley where there's a big documentary scene. Long Beach, CA, outside of LA, where you'd have the benefit of proximity to the industry without necessarily the pitfalls. Austin, TX, which has a fantastic film program at UT. That is, if your real need is a certain kind of infrastructure for the mechanical process of filmmaking, like editing rooms, film developers, equipment rental, talent, etc.
