Are there any good public places (lake, stream, etc) where I can regularly take my dog to swim in and around Greenville?

The Tar River. There is a boat ramp at the Town Common.

There's also an apartment complex at end of Stancill Dr. that has an overflow parking lot. You could probably park there and walk a few yards to the river.

The river? Really? I would not dare let my dog into that nastiness.

We take our girl to the pond at PCC. She does not like swimming but she does splash around a bit in there. They have a fountain that circulates the water and seems to keep it fairly clean. They have a trail through the woods that you can walk too. This is a great time to go as the college is pretty much deserted.

People aren't allowed to swim in it, but I know of nothing about the four legged.

Nasty is relative. The Tar River is pretty damn nasty to me and I wouldn't want my dog swimming in it.
