Goldsboro and Wayne County got flooded really bad. The Dudley area got the worst of it, other than Seven Springs.

Ash St. flooded really bad...the Cloth Barn, Bicycle World, Camron's Clubhouse, etc. experienced catastrophic damage. Lots of other areas in the city limits and throughout the county, too....

The AT&T call center on US-117 has permanently closed due to a combination of flood damage and declining business. About 95 employees are being laid off. The center first opened in 2008 and once employed nearly 400 workers.

Blue business logo signs are going up along the new US-70 Bypass.

$7,000,000 INFRASTRUCTURE BOND REFERENDUM

The City of Goldsboro has 163 miles of paved and 9 miles of unpaved city streets. The work to maintain, repair and improve our streets ranges from patching, crack sealing, drainage improvements, resurfacing, and construction. Funding the city receives from the state is not enough to meet the need. Therefore, local funding is regularly allocated in the budget process to maintain and resurface city streets.

Infrastructure bond proceeds would allow the city to increase resurfacing funding from $500,000 per year to over $2,500,000 per year for each of the next three years. The list and map below show the first phase of bond resurfacing, which was approved by the City Council on September 26, 2016. The remainder of our paved streets will be evaluated, and a Pavement Condition Rating (PCR) developed such that recommendations for future resurfacing can be based on current pavement conditions and traffic loads.

$3,000,000 PARKS AND RECREATION BOND REFERENDUM

The City of Goldsboro proposes to lease a 62.35-acre property located off Oak Forest Road and behind Meadow Lane Elementary School from the United States Air Force to be used for a multi-sport complex. It will serve the Goldsboro, SJAFB, and Wayne County community as the premier practice, game and tournament venue for youth and adult field sports such as football, soccer, lacrosse, field hockey, and ultimate frisbee. The facilities will be the crown jewel of the Goldsboro Parks and Recreation Department and the joint sports leagues of the Family YMCA, Boys and Girls Club, and SJAFB Athletics Department.

The plans for this complex include the construction of 8 full sizes illuminated multi- sports fields, parking, restrooms, walking trails, shelters, playgrounds and concession facilities. A new security fence will be erected, so access to this facility will be from outside the boundaries of the secured perimeter of SJAFB. The City of Goldsboro Parks and Recreation Department will maintain the facilities and schedule events at the complex.

Proposed tournament events are planned for this facility that will stimulate the economy, encourage new investment and provide more recreation, entertainment and shopping options for the citizens of Goldsboro, Wayne County, and SJAFB.

Generally speaking, a lot of roads, everywhere, have been neglected. While not a "sexy" project, I am tired of paying for realignments and tires!

The Goldsboro Planning Commission was divided in a 3-2 vote Monday that favors future development of a 32-acre solar farm along Thoroughfare Road.

The commission voted to recommend to the city council the rezoning of 43 acres, at 3021 Thoroughfare Road, from a single family residential district to a residential conditional district, which limits property use to a solar farm.

The request by Heights Solar Farm is the second this year, with the same request denied by the city council in February following concerns voiced by nearby residents. City staff also reported that the rezoning is incompatible with the Goldsboro land-use plan.

The commission held off on making a decision on the request in September after trees were cleared from the property and questions were raised about ongoing maintenance of the site.
On Monday, planning board members Ed Swindell, Joyce Duncan and Pat McArthur voted in favor of the rezoning while Glenn Barwick and Mark Corbett voted against the request.

The developer, Brian Quinlan, Calvert Energy president, and property owner, Ted Ivey, have signed off on a maintenance plan that includes the addition of 10-foot-high evergreen trees and 3-foot-high shrubs, all which will take at least three years to grow to full height, said James Rowe, Goldsboro planning director.

Swindell said he voted for the rezoning after a maintenance plan was provided and reviewed by city staff.

The maintenance plan includes the addition of a 50-foot-wide buffer of trees and bushes and an agreement to replace the vegetation if any damage due to weather occurs on the site. The property will also be mowed regularly to maintain grass below 2 feet in height.

The council will make the final decision on the rezoning during its Monday meeting, at 7 p.m. in City Hall.

The planning commission also voted against rezoning a residential property, at 601 Longleaf Ave., from a residential to a general business conditional district. City staff also report that the change is not compatible with the city's land-use plan, Rowe said.

The rezoning raised concern from residents, including 74 who signed and presented a petition to the council earlier this month.

Also during the meeting Monday, the commission also approved a conditional-use permit for an Internet sweepstakes business at 1813 N. Berkeley Blvd., near New Hope Road.

Tom Britt previously operated the business at the same location but voluntarily closed in late 2015 after being contacted by the district attorney's office. At the time, the Wayne County district attorney warned local sweepstake businesses of forced closure due to noncompliance with state law.

Britt is seeking a permit after changing the software used in the 45 machines that now comply with state law.

Rowe said city planning staff were advised by the city attorney that the city could issue the permits. The legal aspect of operations, including compliance with state law, would be determined by the local district attorney, Rowe said.

"We've had some requests to come in and based on the attorney, we decided to take the requests," Rowe said. "Some of the ones that closed want to reopen, and they're claiming they have games that comply with state law."

The planning commission is expected to review at least two more Internet sweepstake permit requests in the coming months, said Kenneth Talton, Goldsboro zoning administrator.

The planning commission also approved for recommendation to council:

* A property change that combines four lots at 2115 Wayne Memorial Drive for future development of a Lidl grocery store.

* Site plans for a three-story, 50 unit elderly apartment complex, with 75 parking spaces, on 5.3 acres at 1501 Cuyler Best Road.

* Rezoning 10 acres at 287 Barden Scott Lane from a residential to an office and institutional district for the future construction of a church.

* Amending the general business district, at 211 S. Berkeley Blvd., allowing the addition of vehicle rentals at a retail business.
All planning commission decisions will be considered by the city council during its Monday meeting.

First the Serena Inn, now the Irish Inn.

Authorities executed search warrants on nine rooms at the Irish Inn Friday night after a monthslong investigation into ongoing complaints levied against the location.

Maj. Tom Effler with the Wayne County Sheriff's Office said law enforcement developed probable cause to raid and search the rooms based on information obtained from citizens.

Marijuana, crack and at least one firearm were all recovered as a result of the raid of the hotel located at 1104 Sunburst Drive, Effler confirmed.

Law enforcement had trouble breaching doors to execute the search warrants and had to break out the glass windows of several rooms to make entry, Effler said.

Glass littered the walkways in front of the rooms, crunching underfoot as authorities ferreted through beds, seats, couches, bags and other belongings.

Less than half a dozen people whose rooms were not raided stood outside the hotel to watch the raid unfold. Each declined to provide comment on the events of the night.

Authorities expected three or four rooms they raided to have children inside them, Effler said, though he could not confirm at the scene Friday night how many rooms had children inside.

This is not the first hotel raid performed as a result of ongoing complaints this year.

Law enforcement conducted another raid at the Serena Inn raid at 708 Corporate Drive in August.

Officers executed search warrants on 12 rooms during that raid, which resulted in five people being arrested and charged with crimes.

The five people charged during August's Serena Inn raid lived in four of the rooms that were raided.

The Serena Inn raid also netted eight citations for possession of drug paraphernalia, two citations for possession of marijuana and one citation for providing fictitious information to authorities.

Effler said Friday night's raid of the Irish Inn may not result in as many arrests and citations, adding that authorities will release a full report on how many people were arrested, charged or cited in the near future.

"I don't think we got as many arrests, but the operation itself went smoothly," Effler said.

SWAT teams from Wayne and Johnston County, the North Carolina State Bureau of Investigation, the North Carolina Alcohol Law Enforcement Special Operations Group and the Wayne County Department of Social Services all assisted the sheriff's office and Goldsboro Police Department with Friday night's raid.

Effler said the two raids conducted this year on the Serena Inn and Irish Inn are the two largest operations performed by authorities in recent years.

"We will do it again if we get information again on another location," Effler said.
About time! Too bad those two motels weren't shut down for good and torn down. It would go a long way towards cleaning up the US-70 corridor. But at least it finally got the city's much needed attention.

Lidl grocery store is on the way.

The Goldsboro City Council approved a property change that paves the way for the addition of a new Lidl grocery store along Wayne Memorial Drive.

An opening date for the grocery store has not been announced as the European grocery giant prepares to open stores across the state by 2018, as part of a launch into the United States market.

William Harwood, Lidl U.S. spokesman, said the company will share more details as the opening nears. Lidl, a competitor of the Aldi grocery chain, sells fresh meats, produce, bakery items and household goods at discount prices.

The future 36,170-square-foot store will be located at 2115 Wayne Memorial Drive directly across from Harris Teeter and alongside the Circle K gas station.

Road and intersection improvements are planned prior to opening and include a Wayne Memorial Drive entrance and the addition of another lane to the private drive near the gas station.

Also during the Monday meeting, the council voted to lease purchase five security cameras at a first-year cost of $28,000. The pole-mounted cameras include four cameras on each unit with 360-degree angle capability.

The council decided during an earlier meeting to lease the cameras for three years, which will end up costing a total of $84,000.

The cameras will be added in neighborhoods experiencing high crime, including such locations as Slocumb Street and Olivia Lane.

In other business, the council approved:
* The $1.3 million purchase of an aerial platform fire truck from Atlantic Emergency Solutions.

* A $151,440 contract with Hinde Engineering for the design of water and sewer line relocations along North William Street prior to road widening near U.S. 70. The N.C. Department of Transportation will pay half of the cost, said Marty Anderson, Goldsboro chief city engineer.

* Increasing the 20 miles per hour speed limit to 35 mph on Stevens Mill Road near N.C. 581.

* Site plans for a three-story, 50-unit elderly apartment complex at 1501 Cuyler Best Road.

* Rezoning 10 acres at 287 Barden Scott Lane from a residential to an office and institutional district for the construction of a church.

The council also denied rezoning a residential property at 601 Longleaf Ave. to a general business conditional district, after concerns were voiced by neighborhood residents in early November.
