For some master's degrees, yes. Some ed departments have extremely specific master's programs, e.g. Deaf and Hard of Hearing, Visually Impaired, Gifted and Talented, etc.

Others are more general, e.g. a master's in physics, biology, chemistry, English, and others, which can lead to more study, e.g. PhD or a variety of jobs.
