I think that it depends on the person and if they are absolutely sure about what they want to do in the future.

For some master's degrees, yes. Some ed departments have extremely specific master's programs, e.g. Deaf and Hard of Hearing, Visually Impaired, Gifted and Talented, etc.

Others are more general, e.g. a master's in physics, biology, chemistry, English, and others, which can lead to more study, e.g. PhD or a variety of jobs.
