Modern electronic slot machines are not a game of chance they are rigged to only pay out a certain percentage and are only legally required to pay out a certain percentage and the casino is always gonna make money in the long run. This is just another example of what crooks the casinos are. If the machine was malfunctioning and not paying out the legally required percentage would the casino have paid her out the maximum jackpot just for playing? Hell no they wouldn't.
They are a game of chance in that, although the casino can select the approximate percentage of payout, and therefore the odds, they can't directly control the schedule of winning plays.
If you were to play $1,000,000 in a specific slot machine, set to pay off 85% of its intake, you can expect to take home about $850,000 at the end, give or take maybe $10,000. If you play $1, you could expect to take home anywhere from nothing (most likely scenario) to the maximum possible payout on $1 bet (much less likely, but still within the realm of chance).
A woman from the Portland area went to a casino in Washington, appeared to win a multi-million dollar jackpot, then had casino bosses tell her there was no prize because the machine malfunctioned.

The slot machine is hooked up to a computer network, the results of every transaction on the slot machine is recorded. Sometimes the screen freezes and the display shows a win but the computer internals don't, at least in Nevada it is the computer data that determines the validity of a win, not the display on the screen

If you are asking whether or not it is moral...go back to the beginning and ask if taxes are OK.
A gambling casino never loses. If it was profitable for everyone to gamble casinos wouldn't be in business. If the casino can regularly draw a large crowd cash is flowing like water inside, especially when they have a theater for shows and the like. A big name hotel helps as well.
Casinos rake in cash and casinos pay taxes.
Any real casino could pay her off and barely feel it.
So if the machine says she won X amount, well as far as I'm concerned, she won X amount............
The question you need to ask yourself is if she won 8 million and it incorrectly displayed 8 dollars would you still say the same thing?
Those machines have clear sign on them that display what is winner and how much. The maximum win for her bet was $6K and she didn't even win that.... The Casino should have been gracious and offered her the the $6K. That's a pretty big roller coaster ride.
Casinos are and have always been more crooked than Lombard St. They will never let you win.
By law with the slots they have to pay out X percentage of what is bet, it's usually somewhere around 90 cents on the dollar. They will even advertise what it is. People usually don't walk away with any money because if they win its small amounts and they keep on playing. Some of those people can sit down at those machines with $100 and end up putting $900 in winnings through it. At the end of the night they got $0. There is never incentive to walk away because they never have much to cash out. Usually the only way to walk out of there with any money is to hit a big jackpot, turn around and walk away.
