Cops can generally use deadly force to stop a fleeing felony suspect.

I'm on the planet where two wrongs don't make a right. Trying to KILL someone - someone who did not actually do the driver any physical harm, btw - by running him over with a car is the action of a horrible person. Two horrible people - the thief and the attempted murderer.

As I stated before In Michigan my friend did the same thing when he was robbed. Of course the case got dismissed or whatever because Michigan law says a person can stop a fleeling dangerous felon after they commit a crime by all means
Running him over in that circumstance would probably be ruled self-defense.
You can't chase someone down and try to kill them when they are already trying to get away, no matter what they did in the first place.
