1. It doesn't take 3-6 months to get the money. Closer to about 3 weeks. They just need to collect all the money from all the "sales agents/vendors" nationwide.
2. If you look at many of the "winners" they certainly don't appear to have strong banking relationships with their local banks. Also consider the prime opportunity for "fraud or scams" to occur and I suspect the bank would be very hesitant to "advance" any potential winners. Add in the potential for jackpot drama (people trying to get a piece of a winning ticket) and any IRS concerns about the winner's past tax liabilities/child support holds, etc.

Lotteries are run by states. Banks are privately owned. Your notion that all banks - and there are thousands of them in the United States - are part of some agreement to hand out advances against lottery winnings is both bizarre and entirely unfounded.
Now, winners of a jackpot are likely going to find it rather easy to take out a short-term loan against their winnings. But those must be individually negotiated, and there is no requirement that any and every bank must do so.
Where you get the 'normal 3-6 months' payout window is also curious. Powerball and MegaMillions pay out 15 days after a drawing results in a winning ticket, unless a winner doesn't come forward until later. Other lotteries vary, but the only people who don't get their payout for several months are those who don't come forward with a winning ticket to claim their payout for several months.
If someone needs a cash advance against a multi-million dollar lottery jackpot, that person is virtually guaranteed to be one of the many lottery losers (70%?). Sad!

I have no personal experience, but I seem to remember reading a few years back that the lottery itself would give you a little bit, like $10K, in advance so you could move or whatever needed to be done before your name hit the media.
No chance.......how many people would try to collect even a small amount without actually having the winning ticket!
The woman, identified as Jane Doe, filed a complaint last week in Hillsborough Superior Court in Nashua saying she signed the back of the ticket following the Jan. 6 drawing. She then contacted a lawyer and learned that she could have shielded her identity by instead writing the name of a trust.
The New Hampshire resident says she made a huge mistake. She hasn't turned in the ticket yet. State lottery officials say they will proceed in accordance with state law, which says a lottery winner's name, town and prize amount are public information. A hearing is scheduled for Feb. 21.
