I don't know, I wasn't there. I didn't see the travel carrier they used, so I have no idea if it had an official TSA or not. I was ust responding to another poster who said they should have tried putting it under a different seat.

If you had more than the carrier under the seat it might not have fit. If you put another bag down there first and then tried to get the pet carrier under the seat it certainly could stick out. I’m not sure why you wouldn’t move the other bag if that’s the case
Also how can someone pick up a soft sided bag with a squirming dog in it and not realize there was something alive inside? The FA couldn’t have possibly thought it was ordinary luggage.
I can't go back and verify right now, but it has been mentioned that the FA had the owner put the dog in the overhead. If that is the way it happened I can see how she could not realize the fact that there was a dog in there.
And accents can be hard to follow if you aren't used to them, just trying to understand a deep Louisiana accent when I first moved south was a challenge.
I read some people's experiences with this on another site. They said even approved carriers may not all fit completely under the seats in every plane. When that happened, no one ever gave them a problem about it. I suppose because it is an animal and the carrier is officially approved by them, what can they say. Except for this time.
I've been made to feel uncomfortable from kids, but never had a dog kick the back of my seat
I have never had it happen, because I stopped flying before it became popular for animals to travel in planes, but I expect that it might be a bit uncomfortable to have the passenger behind me put their dog under my seat for three hours. Just another reason I'm happy I don't fly anymore.

Especially likely to happen on airlines that keep rebuilding their aircraft every couple of years to jam in more seats. Even if the carrier fit under the seat last year, there is no guarantee it will fit this year.

To be honest, you'd probably never even realize unless the dog were barking. What would be so uncomfortable?
