There's a man interviewed in the video who speculates about her being disabled (he says "she's probably disabled") and he also states she doesn't speak English, which to me seems impossible to be true, since she's speaking English ("I don't care!") at the beginning of the video.

So basically everything the guy says is speculation or just wrong.

I spent a summer working in the area, and I could not agree more. Truly a different world. And I’m from Las Vegas, so it is hard to raise my eyebrow.

So, if she doesn't speak English, why is she saying "I don't care" in English?

Maybe English is a second or third language to her , I know many persons that fit that description.

You are absolutely right I am speculating off of the video I think that everyone pretty much is doing so.

Well, sure, but if she speaks English as a second or third language, then she does speak English -- at least well enough to respond to someone asking her to change seats with a reply of "I don't care." That level of English would be all that is required for this type of situation, so, apparently, yes, she speaks English.

I don't know. Is one disability ranked higher than another? As pointed out in the video by other passengers, including a pastor, she is disabled too. We all know that not all disabilities are visible.

I wouldn't think it would be a big deal for her to move back one seat so that the guy in the wheelchair didn't have to suffer in the heat while waiting for another bus, as it seemed was a possibility at the end of the video, but I don't know.

Where I live, both sides of the aisle in that area of the bus can be made available to wheelchair riders.

Back in 1978 I rode the NYC subways to and from work when I was 7 months pregnant. Nobody gave up their seat for me. RARE occasions when someone did, usually an old woman, I was happy for it, but never expected it. My CHOICE to ride mass transit while pregnant.

When I moved down South, I once held the door open for a young man struggling with his coffees and bagels. I was in my 60's. I could not believe his reaction to this. It was as if I had just given him a winning Lottery ticket. No big deal, man, if I can help you out. It is just HUMANITY to help others whatever you gender or age, BUT it cannot be enforced or legislated. Teach your CHILDREN to help others when they can.
