Tough question.....
The problem is you don't know who 90pct of the neighbors are in either this case or the next.
I think it is a good idea to visit the neighborhood at different times of the day and weekends to if you can before your option plan runs out.
I think really good to go in the evening,park the car, walk around, talk to the people you see.
Hey, do you live here? How long you lived here? You like it? How are the neighbors? Know anything about THAT house (maybe the one you are buying and the one of concern.)
How are the schools?....

Me personally, yes it would bother me a lot and I would pass. In today's world respect for others is eroding fast. So is self image for that matter. Rude. That is why I purchased a large acre ranch in the country so even if some roudy's built next door I'd still never hear them.
