Just returned from SLC and was surprised at the huge amount of homeless people. They were also very aggressive when asking for money.

This is more an issue of the Common Law form of government, where court precedent can effectively set laws in completely different jurisdictions that had no representation. It makes no sense that a handful of lawyers and judges can set laws for the entire 12th Circuit because of one city’s lawsuit. The whole Anglosphere does this, and it causes more problems than it solves.

The ordinance they’re trying to overturn actually makes sense. If there are more people than beds, then logic follows that there will be people on the streets. It makes no sense to criminalize the victims of a housing shortage, and it won’t do anything other than put the problem out of sight, out of mind for unobservant people.

According to that article, Boise’s homeless population (0.45% of Ada County’s population) is actually worse than LA’s (0.35% of LA County’s population), so it is laughably wrong to say Boise has a more manageable crisis on their hands.

Los Angeles, both city and county, will probably pay lawyers, administrators, cops, and first responders more to make their problem less visible than it would cost to actually build dorm asylums to get people on their feet.

All that said, this is a nationwide issue to solve on a national scale. People who are rootless and destitute come from everywhere and tend to gather in more prosperous places, and it won’t ever be solved on a local scale so long as there is freedom of movement.

There are plenty of beds somewhere else. The homeless are congregating in certain cities because of access to services and drugs.
