Not a bad deal.....

A vegan diet won't be harmful.

And I am sure there will not be any "vegan police" watching.

Corporations exempt but citizens not? Does this sound like a step toward the privatization of Detroit, its government, and its lifelines?

Only a matter of time before you will be hearing about how those businesses got to keep their water running because they are "job creators" but those residents are nothing but takers.

Haven't we already been hearing that everyone but the top 1% are "takers"? Didn't the inheritance baby Romney say half of Americans are irresponsible slackers? Haven't we heard the same on this forum?
Stay tuned.

Can anybody really argue with the fact that the city is trying to clean up its act and making the water department more efficient in collecting past due bills in order to increase its revenues is a part of that.

Here's the deal. Many people are hurting and can't afford the bill. Also many people have found out that if they don't pay the water bill than it won't be shut off so it is soon treated as a non-existent bill.

Before anybody freaks out and wants to hate me it turns out that this is true in many of the suburbs also. Many water department won't shut off delinquent accounts for humanitarian reasons. Many suburbanites also take advantage of this policy either intentionally or by default of being broke.

In a city of 650,000 people you have many people that are to far gone to afford the water and you have many who can afford the water but choose to not pay for it. It's like in a hospital where the people with insurance are overcharged to help pay for the uninsured. As long as enough revenue is coming in then things are ok. Once you have too many not paying then you run into revenue shortfalls.

If only half the population pays the property taxes on their houses why is everybody surprised that many don't pay their water bills?

So in a nutshell what I'm saying is it's OK to feel sorry for the people that can't afford to pay and it's also OK to blame the scammers and cheaters who can afford to contribute to the system but choose not to because they know they can get away with it. It doesn't have to be a one explanation fits all type of situation.

Wait a second... I thought you said that all these people were not paying their bills because they could not afford to. Are you now willing to concede that there are many who can afford to pay their bills but simply choose not to?
