They are simply making it up as they go along. They can do this but watch, the voting public is no longer standing for it.
Then Trump can drop out and go start his own party.

Quit moving the target.....do you not understand how weak your position is when you have to do this?

Looks like these plans got put in place when Cruz decided to enter the race.

Most likely Cruz was looking to use his "Southern Firewall" to wrap up the South, Win Texas, and then use underhanded tactics, like canceling the CO primary, to win the rest.

Unfortunately for him, the South rejected the Canadian Pentecostal Fundamentalist as being way too far out there for their tastes. Nobody likes someone who waves the Bible while stabbing others in the back. Without the South, he's just a spoiler in the race.

Desperate people do desperate things. The GOP is in some trouble. Trump is storming along, gathering up delegates. If Trump gets the nomination, the GOP believes they will lose the election AND seats in the House, putting Pelosi back in as Speaker. Ryan can't allow that.

They are going to work as hard as they can to take away delegates from Trump.

I have watched the GOP betray its constituents now for some time, and I'm a Republican.

Instead of the GOP asking themselves, "what have we done to turn our people against us," they tell their constituents they are stupid, or uninformed, or uneducated, they tell them to sit down and shut up, that they know best what candidate to pick and they will pick him.

They are trying to keep from imploding. If they do, it will usher in the most corrupt, self-dealing administration our country has ever seen -- Hillary Clinton.

And that is the very definition of a fixed election.
