You cant review evidence without investigating by definition..

Law Enforcement Officers reviews evidence all the time without launching an investigation.
Do you imagine they just launch investigations on a whim?
Lots of times, LEO review evidence and decide it is not worthy of an investigation.
For example, say they receive several emails that read, "FBI Director James Comey is a big fat doodie."
Do think they immediately launch an investigation into whether FBI Director James Comey is a fat doodie?
Or do think they evaluate these emails to see if there is anything relevant to justify opening an investigation?
If they review the emails (and apparently they've had the computer for five weeks, so plenty of time to do that), and find it is nothing but photos of Mr. Weiner's you-know-what and emails about yoga classes and what pantsuits to pack for the trip to Timbuktu, then there is no need to open an investigation, nothing relevant there.
This is not a hard concept to understand.
But we'll go over this as often as it takes.

Republicans are known for their "swift boating" strategies.
It is sad that we, the American people, allow our government to do these dumps after close of business day Friday. Every release re Hillary from the FBI has come either Friday night or on a holiday. It is disgusting.
Hillary's supporters are mostly teens and focus transmitters on cell phones and The Voice . The rest of the voting aged Dems don't follow politics or e-mail nonesense. They have zero interest in whether Hillary gave out sensitive info ,because they don't know or care what that entails. Naturally present and ex -military and government folks get the significance of "classified" or "top secret" One needs to find a better "bad" in this disconnected society to busy to care or think that deep. Go Cubs!!!
