Because, the phenomenal screw ups here are the NC BOE that exists under Governor Cooper. I said before he was elected, that he was nothing but a hack no better than the idiot he replaced, and this is being proved true. Hopefully he will turn out to be a 1 term Governor.
If the GOP nominates someone with just a little more capability than McCrory, who amazingly lost a seat that was his to keep, Cooper is toast come 2020.

Where did you get the news that the Board of Elections had done nothing when they found out about Dowless in 2016?
Since the current Board of elections was deemed unconstitutional and the New Board will go into effect at the end of January, that left a hole. Cooper is appointing an interim board using the prior law. Would you prefer that he do nothing?
The inaction of the Justice Dept back after the 2016 election is most certainly relevant. If it had properly investigated those allegations and took action, the same issues would probably not have popped up again in 2018. The current mess could have been avoided.
Actually- it did not even require the DOJ. If Harris had actually listened to fellow Republicans who told him to avoid Dowless he would have avoided this mess. Of course- Pittenger would have likely been the GOP nominee and won the race.
So if you are a Dem you almost have to thank Dowless- he's made the Rs own the only proven case of voter fraud this year, kept an electable R off the ballot, and thrown the whole thing into limbo. Without him, there would be an R getting sworn in today. The question is if this casts a pall on eventual R candidate or motivates any voter this year and 2020.

Given that Dowless was not dealt with, Harris personally hired him, in spite of being told, by other Republicans, what Dowless would do and to avoid him.
Given that Harris hired Dowless, knowing what he would do, it took a special kind of gall for Harris to demand that the election be certified for him today. I would think that you would agree with that.
