Republican Texas Congressman Michael Conway of the 11th district has announced he will not seek re-election. Conway is in his 8th term after being first elected in 2004. The 11th district generally covers portions of central and west-central Texas, based out of the Midland and Odessa areas and surrounding rural areas. The district is very Republican and is ultra safe for the GOP.

There might be a Special Election in Texas 4th as Trump has announced that he will look to appoint Congressman John Ratcliffe to Director of Intelligence following the resignation of Dan Coats. Ratcliffe hasn't officially been nominated to the post as of yet, but if he does and is appointed this will set up a Special Election in this heavily Republican northeast Texas district. An update will be made once his potential appointment is confirmed.

Well that didn't take long.. Shortly after my previous post, another GOP retirement. Republican Texas Congressman Will Hurd of Texas's 23rd Congressional District has announced he will not seek re-election. Hurd, is the only African American Republican in the House and has been one of the more critical in his party of Trump. Hurd was in his 3rd term and has faced tough re-election battles, winning his last race by .5%. The district has switched hands multiple times in recent years, and is the very definition of a swing district and has trended Democratic. Democrats won it in 2006, the GOP won it back in 2010, back to the Dems in 2012, and Hurd then flipped it back to the GOP in 2014. Since 2010 every margin has been 5 points or less. The district is majority Hispanic and covers much of Southwest Texas, from the areas just outside of El Palso to the portions of San Antonio (almost half of the district is in Bexar County) This is prime pick up opportunity for the Democrats. Romney won the district narrowly in 2012, it swung a little against Trump and Clinton won it narrowly in 2016.

Update time again,

Republican Texas Congressman Kenny Marchant of Texas's 24th district has announced he will not seek re-election. Marchant was first elected in 2004 and in his 8th term The district covers portions of suburban Dallas & Ft Worth. Like several other suburban districts in Texas the district was traditionally safe Republican, but has been rapidly Trending Democratic. Romney won the district by 22 points in 2012, Trump won it by 6 in 2016. Marchant traditionally won the district by double digits, but won it by 3 points in 2018 as a seven term incumbent. O'Rourke defeated Cruz in the district by 3.5 in last year's Senate race. This will certainly be a competitive race.

I made mention in a previous post about a potential Special Election in Texas's 4th Congressional district as Trump announced he was planning to appoint Congressman John Ratcliffe to Intelligence Director.
Ratcliffe removed his name from consideration after questions arose about inaccuracies in his biography detailing his experience or lack there of in Prosecuting terror suspects among other items. Even before any official nomination it became apparent he would not have the support to be confirmed by the Senate. As a result Ratclife appears to be staying in Congress, so there will be no special election.

As Mouldy Old Schmo pointed out I had retiring Alabama Congresswoman Martha Roby's name incorrect, I listed her as Roxby, that has been corrected.

Republican Congressman Sean Duffy of Wisconsin's 7th district has announced he will resign from Congress effective September 23rd for family reasons, after disclosing his wife is having some Pregnancy complications with their ninth child. The district covers large portions of northern and northwest Wisconsin and is largely rural. The district was traditionally a swing district, but trended hard towards Trump in 2016 and should be held by the GOP. There will be a special election held, no date has yet to be set for it.

Republican Senator Johnny Isakson of Georgia has announced he will resign from the Senate at the end of then year citing recent health issues. Isakson is in his 3rd Senate term which was set to end in 2022, after being elected in 2004 (he also served 3 terms in the House, prior to being elected to the Senate) A Special Election will be held during the General Election in 2020 for the last two years of Isakson's current term. Georgia Governor Brian Kemp will appoint a Senator who will serve from his appointment to when the Special Election can be held. It is unclear whether he will appoint someone as a placeholder only that isn't going to run for the Special Election or if he will appoint someone who will seek the remaining two years of the term. This could certainly be a competitive race and will give Georgia Senate races in both seats next year.



Republican Congressman John Shimkus of Illinois's 15th district has announced he will not seek re-election. Shimkus was first elected to the House in 1996 and is in his 12th term. The district covers large portions of rural east-central and southern Illinois as well as a portion of the further out St. Louis suburbs. The district is the most Republican district in the state, trended pretty heavily towards Trump and is safe for the GOP.

Three recent House Retirements

Democratic Congresswoman Susan Davis of California's 53rd district has announced she will not seek re-election. Davis is in her 10th term after first being elected in 2000. The 53rd district covers portions of San Diego and it's suburbs. The district is safe Democratic.


Republican Congressman Bill Flores of Texas's 17th district has announced he will not seek re-election. Flores is in his 5th term after first being elected in 2010 and is the 5th Republican from Texas to announce he will not seek re-election. The district generally covers portion of east-central Texas in the Waco area though a sliver does pull back into the Austin area. The district has been trending a bit Democratic of late, but not heavy pace some of the Texas suburban districts have been moving at. This should be fairly safe for the GOP.

Republican Congressman Jim Sensenbrenner of Wisconsin's 5th district has announced he will not seek re-election. Sensenbrenner is one of the longest current serving members of Congress and is in his 21st term after first being elected in 1978. The district generally covers large portions of the Milwaukee suburbs and some outlying areas. The district has traditionally been the most Republican in the state and should remain pretty safe for the GOP.

The two Special Elections in North Carolina have occurred. In the 3rd district the Republican Greg Murphy easily defeated Allen Thomas who was the Democratic candidate by 24 points In the 9th Dan Bishop defeated Democratic candidate Dan McCready in a hard fought race by 2 points.

Republican Roger Marshall of Kansas 1st district has announced he will not seek re-election to the House and instead will run for the Senate seat being vacated by retiring Republican Pat Roberts. Marshall is in his 2nd term after first being elected in 2016 following his successful Primary challenge to then Republican Congressman Tim Huelskamp. The district is mostly rural covering the western and north-central portions of the state. It is also the most Republican district in the state and should be very safe for the GOP
