Republican Congressman Paul Cook of California's 8th Congressional District has announced he will not seek re-election and will instead run for the San Bernadino County Board of Supervisors. That type of county seat is a bit uncommon for a sitting member of Congress to run for, so might be considered semi-retirement as well. Cook is in his 4th term and was first elected in 2012. The district is mostly rural covering Mono, Inyo and large portions of San Bernadino County. This is a fairly Republican district and should be easily held by the GOP

Democratic Congressman Joe Kennedy III of Massachusetts 4th district has announced he will not seek re-election as he is running for the Senate in a Primary challenge to Democratic Senator Ed Markey. Kennedy is in his 4th term in the House after first being elected in 2012 and is the Grandson of Robert Kennedy and Grand Nephew of former President John F Kennedy. The district primarily covers portions of the suburbs south and southwest of Boston along the Rhode Island border and is fairly Democratic.

Republican Congressman Mac Thornberry of Texas's 13th district has announced he will not seek re-election. Thornberry was first elected in 1994 and is in his 13th term in the House. The district covers the Panhandle portion of Texas ans stretches to some of the northwest exurbs of the Dallas Ft Worth metro. This is one of the strongest GOP districts in the country and will remain safe Republican.


Republican Congressman Chris Collins of New York's 27th district has announced he is resigning from Congress. Collins's resignation comes amid his arrest by the FBI last year and his anticipated guilty plea. Collins won re-election last year by 0.3% following his arrest, but the guilty plea obviously changes that. Collins was first elected in 2012 and is in his 4th term. The district generally covers the eastern & southern suburbs of Buffalo, southern suburbs of Rochester and some rural swaths in between. This is the most Republican district in New York and Collins's resignation does make it a bit safer for the GOP than if he remained in Congress. No date for the special election has been set yet.

Democratic Congressman Nita Lowey of New York's 17th district has announced she will not seek re-election. Lowey was first elected in 1988 and is serving in her 16th term. The 17th district covers portions of the northern NYC suburbs in the Lower Hudson Valley (primarily central and northwestern Westchester County along with Rockland County and is a fairly Democratic district.

Democratic Congressman Elijah Cummings of Maryland's 7th district passed away of August 19th. Cummings was in his 13th term (12th full) after first being elected during a Special Election in 1996. The district covers a little over half of the city of Baltimore (mostly along its west-side) along with portions of Baltimore and Howard County. The district is heavily and safe Democratic.

That does tend to be a common time for announcements, but not as much as you might think.

Just looked at the 2018 thread for comparison purposes. At this point in the 2018 cycle, 19 House Republicans announced they would not seek re-election and 10 Democrats stated the same.

A little less than half of House Republicans and House Democrats that wound up not seeking re-election had announced by this point in the 2018 cycle. Without looking up other years it is a bit hard to be certain, but if the timeline in announcements is similar to 2018, we haven't quite reached the halfway point yet.

Bob Corker was the only Senator who did not seek re-election in 2018 that had announced by this point.

Shortly after I posted the last update the news broke about another retirement. Republican Florida Congressman Francis Rooney of the 19th district has announced he will not seek re-election. Rooney's announcement comes shortly after he stated he would be open to impeachment following Mulvaney's comment regarding the Quid Pro Quo in regards to Ukraine. Rooney is in his 2nd term after first being elected in 2016. The district covers portions of the coast in SW Florida including Fort Meyers, Naples, Cape Coral and Marco Island and is pretty strongly Republican.
