This isn't a partisan issue. Using the "Well Bush did it too" defense doesn't hold mustard. The Bush administration squandered billions upon billions of dollars of tax payer money, and that doesn't justify Obama doing the same.
I openly admit that I, as the OP, had a misguided understanding of what Cinco de Mayo represents. I was under the ill-advised understanding that it was the celebration of military accomplishment by Mexico over the French in 1862. I now understand that it a celebration of Freedom of the Americas from European oppression, and that it is more widely accepted as a Hispanic-American holiday than a Mexican national holiday.
I celebrate Cinco de Mayo and I don't care anything about Mexico except for their food. Any reason to have a good meal is harmless fun. I think Friday is Cinco De Ocho, BTW. Cinco de Mayo, that was when General santa Ana surrendered Mexico to Texas, right?

It's common knowledge that many US presidents (regardless of party) have celebrated dozens of non-American holidays, so the fact you would point at Obama when he is far from the first to do it is simply ridiculous.
