Of course Russian government. This is subject to a lot of criticism - and at such time Finland began hunt (at least it looks like that) on ex-Russian families.

The government and private parties provide them... generally more than such kids receive in US. There are some ethical questions about placing mentally disabled in "reservations", but that's not about finances.

No Ivan. These Yankees go to Russia to rescue these kids from terrible conditions on Russian orphanages. I have seen pictures and videos.

Which orphanages did you volunteer at? Because my wife and I volunteered at two and conditions were abysmal.
They are different, like everything else. But all have one thing in common - they don't endanger kids (other than sometimes giving them too much freedom, which they use in bad ways).

The nineties... the New Russians... remember? - things that you are denying.
There was no need for Russians to put their children in orphanages back in Soviet times, ( unless parents were really unfit,) since they've had enough to feed them. But when the new group came in picture - the New Russians, the ones who "wanted to have houses and decent clothing" ( lol) - that's when a lot of Russians were forced to put their children to orphanages, since the price of a loaf of bread became equal to a daily salary.
