Yes, we care. The Winter Games are probably bigger than the Summer Games in Norway. It helps to have a fully developed culture for winter sports like we do. I love the core sports with history and tradition like cross-country skiing and speed skating in particular. I'm not much of a fan of these new show sports with baggy pants, x-games style which have been included in recent years.
Despite not having any winter over here this year, the Netherlands has won the most medals so far . Especially when normalized over the number of inhabitants.

I'm not interested in skiing at all. I've watched some skating, ice hockey, downhill skiing and freestyle skiing. I follow the news and if Finland wins a medal, I say "good for them", but ain't going on the streets waving flags.
The government likes the Olympics a lot, as it turns the media attention away from the house of cards that is collapsing every week.

I'm pretty sure, when Gr. Br. had some strong competitors like John Curry - then a lot more Britons were watching figure skating. I remember watching his skating in my childhood - it was quite impressive, and that's coming from someone who is used watching those Soviet/Russian figure skaters, that are usually top performers.
I know Slovenians care, apparently their multi-gold medal winning lady skiier (Tina Maze) is THE most popular athlete in the country. Granted, they produce some decent footballers but no real stars... and it doesn't hurt that Miss Maze is very easy on the eyes.
