Not only Nokia, but in other fields as well. Finland didn't recover from the economic crisis very well. But we'll manage.

I checked one of the cheaper apartments in my city (cheaper city compared to many surrounding cities), and it came to 19.91 Euros per square meter. This was for a two bedroom apartment.

That seems very expensive. As far as I know, the median m² price in Germany is about €1,600. Here in Düsseldorf it's much more, about €3,500 but not sure. The real estate prices seem to skyrocketing in the last years, at least in larger cities.
Rents are still reasonable priced:
Rents per m² in Düsseldorf starts at €5 / m², the median rent is about €9 / m². Everything above €12 / m² is considered as ridiculous expensive. Those rents can be found in upper clase neighborhoods, mostly very exclusive designed apartments.
