Where does northern Europe end? (speak, cons, Germany, France)

Dunno about that, but the Scots and Dutch are as Central European to us real Northerners than french user's French blokes living in Northern or Central France. Or Austrians, or Swiss. Certainly not Northern.
Northern Europe is the welfare state, conifer forests, smoked salmon, aurora borealis, heavy drinking, snow and 100 other things. Not 50% welfare state, stamppot, toll roads, deciduous forests, rainy winters, pot smoking, wine-drinking or haggis.
That's the difference.

Yeah but your toll roads are to cover the expenses of numerous tunnels. The wine-drinking is probably because of the lack of good breweries. About rainy winters, good that there is the scandinavian mountains.

Well, it's relevant to the topic, which is about intolerance in northern Europe. Which is different from, say, intolerance in England or Britain in general.
I've never found an explanation for that map's violet/lavender/pinkish colors, btw. Is that "quasi-Eastern Europe"? "Maybe Europe/maybe-kinda Asia"? What do they call it? Is purple for "We don't know what the heck these are supposed to be"?

And this map is based on the official EU definitions for European regions and is used in EU parliament and institutions. So, let's settle this debate because the EU has spoken. The British isles are western Europe, while northern Europe is contiguous with the Nordic Council and the Baltic States

That's the difference.
What you speak about is more specifically "scandinavia" or "nordic countries..." A cultural or geopolitical concept narrower than "northern Europe". "Northern" means "to the north", as such is opposes to "southern" and not to a loosy defined "central europe" concept (wich is not normally used in the way you seem to do, and which Certainly does not includes France).
Geographically Northern europe simply reffers more or less to the north half of Europe : places on the northern side if the European landmass...
The netherlands, britain or the northern half of Germany are without doubt in northern Europe: both by their belonging to the germanic/protestant beer drinking cultures as well with their geography. Why do you think the sea that is located between england, nertherlands, scotland or Denmark is called the "north sea"? It is not called the "central sea"...
