Russia would be the logical answer of course, but I don't know if an attack somewhere in Slobodogradsk oblast in the Caucasus would give the result the terrorists want. I don't think it's us either. The Secret Intelligence Service says that espionage in Finland is currently at the same level as it was during the height of the Cold War, so I think our guys are quite on their toes.
I fear that it will be a tourist trap in Egypt, Turkey or similar. Might be Spain. Or a Greek island. After all, summer is coming.

Though now that everyone and their brother is trying to predict, my guess will be: another "French" country. Could be France again, or Belgium or Luxembourg, Switzerland.
