By comparison the City of Houston TX
Has a budget of 4 Billion, population 2.3 million that is $1740.00 per citizen.
Now when you run the numbers for CC 425 million, population of 160 thousand residence.
That works out to $2656.00 per citizens.
Now i want to add that I got these numbers off the internet, and that maybe my math is incorrect. But if I am correct then I have only one question.

One little difference: Houston has a tax base supported by big oil.

What has that got to do with it?
It cost the average citizen over $900.00 more to support the CC government that is what I call Wasted Money, why does it cost so much more to run a small city like CC. Or maybe it is one of them Bell, CA things.

FY 2010 City Manager's Proposed Budget-City of Cape Coral

I like your thought process on this. The only thing I'm wondering is the verbiage the cities may use in their "budget" From the cape's website they say their budget is different than what you post. but I have seen that number in other places so... The other thing is comparing one city to one city may not be the best comparison. I ran a couple tests from some of the towns I have live in both towns had the same population but budgets were different ..... but then I thought that's not a fair comparison because one of the town's I picked only had a population of 3000 but had a ski mountain and the white mountain national forest thus having a large 2nd home population that during ski season the town would have about 40,000 people in it. It also had signifigantly more snowfall so the road costs during the winter was about 1 million more alone.

Now the cape has a large percentage of non residents that are snowbirds so a strict population to population may not be a great comparison. The other is the cape is a new city trying to bring modern infrastructure that the other's may already have. I am curious if there is a city that may be similar is size and nature and see how the numbers come out.....

Sometimes it is hard to get a true measure of anything if you only look at one figure for ex... Waterville valley New Hampshire only has a population of 300 people but it's budget is still in the millions. It is a resort location and has to keep the town looking like Aspen, Colorado.

This is what you will find on Page seventeen.
"Summary of the Proposed Budget
The proposed FY 2011 budget for all funds totals $425,723,833 which includes the general fund at
$138,008,382. The budget was developed with the philosophy that all vacant positions would be
evaluated and only funded if needed to meet a critical mission of the department. Operating
expenditures were evaluated against FY 2009 actual and FY 2010 year-to-date spending with
consideration to known requirements through the end of the fiscal year, and capital expenditures
were evaluated on an individual basis with replacement being deferred whenever practical.

I am interested in helping change this antquated restriction. Where do I sign up?? I have many clients that are business owners that are leaving or want to leave the area because of this.

One of the most frustrating things about this rule is, if you live in a duplex (multi family), you can park anything on the property. If you are a business, you can park any kind of crapmobile outside your Cape Coral business. Look at the junk that is parked out in front of almost every business on Del Prado in the Cape. They are using broken down step vans as billboards.

Every city, township, county in the U.S.has zoning laws, some communites have deed restrictions. When you look at a home to purchase it, you review the laws, rules and regulations as to what you can or can not do at the property. If can't abide by the laws, rules and regulations, don't buy in that community. Don't buy in a gated community with deed restrictions and think the HOA is going to let you have a dog kennel business just because you're hurting financially.
