There is a spot on Lake Ontario called Chimney Bluffs which is a state park, but not a swimming beach.

Southwick Beach (Southwick Beach State Park - NYS Parks, Recreation & Historic Preservation) - nice beach photo here
Selkirk Shores (Selkirk Shores State Park - NYS Parks, Recreation & Historic Preservation) - nice for sunsets
Fair Haven (Fair Haven Beach State Park - NYS Parks, Recreation & Historic Preservation)
Hamlin Beach (Hamlin Beach State Park - NYS Parks, Recreation & Historic Preservation)
Wilson-Tuscarora (Wilson-Tuscarora State Park - NYS Parks, Recreation & Historic Preservation)

On Lake Erie:

Evangola (Evangola State Park - NYS Parks, Recreation & Historic Preservation)
Lake Erie State Park (Lake Erie State Park - NYS Parks, Recreation & Historic Preservation)

and there are county parks for both lakes as well, some with swimming beaches.
