I’d have otherwise said Jefferson City, MO, but it’s too small in size to be considered as such. I agree, Wichita is probably not southern enough to be considered a candidate, but it is southern-influenced.
Louisville is only 99 miles from Indianapolis, yet certainly seems more southern. Louisville in terms of climate is extremely mild because it has a very large urban heat island. If you go outside the city, the elevation doubles and it becomes less southern in that regard. I live in western Floyd County, Indiana and the coldest temperature this winter was -10.4F. Certainly not too southern regarding that.
I'd say Richmond if we are talking about larger cities on the east coast.
