I have an extremely serious problem with at least one political feature of each of those states, which would place them both in the Do-not-live category.

Doesn't every state have a politician you don't like?

Wisconsin narrowly edges out Minnesota, though I'd like to see some state government changes.

I would pick Minnesota because of the amenities and beauty of the Twin Cities outside of politics.
