You can cab to your home/hotel. Can't imagine a Uber is possible - they aren't going to be sitting at the airport queue for so few passengers - when I go into the uber app, I usually see less than 10 on the entire island on Oahu.
Senators are proposing hotel quarantine guests not be allowed room keys to keep them in the rooms.
Wouldn’t the person who drives the cab have to sit in quarantine after being in contact with a visitor?
That ought to be an expensive ride. Has to be around 100 miles or so over the Saddle Road.
It’s better than walking. I figure that ride would cost over $300 unless I can find someone to pick up my car from Matson in Hilo and drop it off in the parking lot at Kona airport.

$190 on Uber (although as I type this at 915am, I don't see a single active Uber on the island.)
Taxi generally runs double - although one could negotiate that rate.
Taxi biz is slow right now, I'm sure 2 hundred dollar bills (or less) would do the trick.

What I did in the same situation was contact all the car rental agencies and found one that needed to no get a car from Kona back to Hilo. $30 rental and a nice mellow walk from Hilo airport to Matson

As a quarantined visitor - he will be banned from renting a car. With vacation rentals banned - I'm not sure what he will face when he lands and asked where he is staying.
I foresee the interisland quarantine to end soon - or at the latest May 31. I'd be very shocked mainland visitors not subject to quarantine in June being lifted, which basically opens up tourism - I do think residents have an outside shot of no quarantine for mainland arrivals starting in June - mainly as many of us travel for business - I'd personally travel to my home in SF if I wouldn't be subject to quarantine.
