Has he always been this way or is this a new development? How's his bp, hemoglobin, and hematocrit (is he anemic)? How much body fat is he holding (less insulation)? How old is he? Everyone is right. It could be anything from poor circulation to thyroid disfunction or a natural process of age; we tend to become cold intolerant with age. If he's always been like this, I wouldn't be too worried. This is moreso a problem for some women than men, but quite a few younger and thin women are cold intolerant and wear jackets to restaurants or sit around the house with a robe or blanket.
What you are describing is what my husband complained about shortly before he died. What do I mean by shortly? It started 5 days before he died and was because his internal organs were shutting down. If this is something you've been trying to adjust to over a long period of time, no worries. But you haven't said if this is something new or if it's the way he's always been. It matters.
I had his md do the thyroid bloodwork and he said it's totally normal as is the rest of his tests, choloestoral, sugar, everythings great, but yes he smokes like crazy, is 64 and in fact is seeing his heart doctor (no heart problem, had a valve replaced years ago) this sweek and is asking about circulation. His left leg gives out on him and goes dead. I think it's his back causing it and he thinkgs dirculation. Hope he's right, it's easier to treat I think. Smoking cuts off the blood flow. Sounds like circulation problems from the smoking, since he 'smokes like crazy.'

If this is something new, don't waste time making appointments with specialists, take him to the emergency room of the nearest hospital. My hunch is that they will admit him instantly.
i am opposite. i suffer and can feel the slightest change in warmth. i get hot very quickly. i have a core temp of 99.7 and have walked outside in the snow. about 3" of snow on the ground and i have no winter clothes on but a light sweater. walked out and picked up some snow, and watched it melt in my hands. i have stood in ny at 20 degree F. with just jeans, socks, sneakers, an under vest, and a short sleeve t on... and i am very warm. the only coat i had was a 3/4 light denim coat and my then wife was wearing it. i can not remember a time when i was ever cold.
