80s were goofy, often tacky, funny, and cool. A lot of different styles, trends, things we haven't seen before (and hopefully won't see again, once is enough ) The movies for the most part were terrible - I think it was the low point of American cinematography - but, again, catchy and funny, in a trashy way
The 90s, to me, had more taste, less style, and overall a bit more boring.
Having been born in 1970, I really miss the 80's aLOT more than the 90's--it was a better time in the 80's, no dang cell phones, social media, or texting. If you wanted to talk to someone, you went to thier house or hooked up at your favorite hangout, and spent hours hanging out with your friends listening to awesome 80's music on KZZP and KUPD and of course KDKB

There wasn't really social media and texting in the 90s either, and cell phones were far from the norm even in 1999. But yeah I like the 80s better too.
I had a cell phone in 1995. It was literally a brick, cost something like $40 for a whopping 15 minutes a month + arm and a leg for each additional minute. I had to travel a lot back then and needed it for emergencies, my company would only provide a pager. By 1999 I hardly knew anyone without a cell phone. They were fairly portable /pocketable by that time, and the plans were much more sanely priced. The left one is close to my first cell, the right is what I think I had when celebrating Y2K:

Actually there was "social media" back in the late 90's, that is if one would consider it to be such a thing..talking about those online chat rooms. My hometown had one such outlet back in 1999 where people would post things such as current issues ( even back then Westboro Baptist Church was a "popular" topic ), good/bad places to eat, who to listen too on the radio and so forth. Couldn't post pics and such but everyone had to chance to post what was on their minds. Of course there were also AOL chat, Gay dot com chat, Yahoo chat..and many others too.
Born in 68 and yes the 80s I still do miss at least entertainment wise anyway. The pop music of the 80s were great ( meanwhile country music not so much ), TV was often over the top with just about everything from game shows to local TV newscasts to sitcoms to even religious shows ( The Bakkers !! ) which made TV more fun to watch. Movies were fun though they many not had been PC correct LOL .

Country music had become better in the 90s thanks to Garth and Reba and pop music wasn't bad either but in the mid 90s that kind of music I had thought was a bit..well boring. In 1995 I was working at a top 40 radio station in Virginia and still can remember the one night our number one requested tune was the song "Breakfast at Tiffany's" thinking to myself "..gee this is number one ???".

are you kidding me, country music was horrible in the 90's, no thanks to that truly dreadful song that would make jason aldean's burning it down seem classic, it's called achy breaky heart.

Oh yeah, they were definitely getting more common by 1999. Depends on where you lived though. I know in Japan and some parts of Europe they became popular earlier than in the United States. My dad still took calls with a pager in 2004, and he works in tech!
