He didn't start negotiations, he sabotaged LBJ's negotiations by persuading President Thieu to reverse his position and refuse to attend. Nixon believed that the opening of peace negotiations would help his opponent, Senator Humphrey. Nixon got word to Thieu that if he waited, Nixon would be tougher in the negotiations than Humphrey would be. Nixon prolonged the war in order to get elected.

Are you referencing the allegations that he tried to influence the Dred Scott decision, and then said in his address that he would cheerfully abide by the court's decision?

Why did three of the 9/11 hijack teams have five members each, but the 4th had only four?

You got it. Mohammed al-Qahtan was turned back trying to enter the US because the fact that he had a one way ticket made officials suspect that he was planning on trying to be an illegal immigrant.

Default WWII technology development that saved the U.S. Navy?

This technology did not involve microwave radar such as used in WWII naval radar sets, but it was the essential development needed to protect ships from aerial attacks and Kamikaze bombers when fighter cover wasn't sufficient to the task.

I do not know if this is what you are referencing, but WW II fleets sometimes employed barrage balloons.
