Sure it is. Take the window out, build a frame with some plywood to attach to the window frame and hold the AC in.
I lived in a hot 2nd floor apartment for 22 years, with casement windows. That was the solution for me.

Cross ventilation helps. My Mom also used to open the door to the attic so the hottest air went up there. I feel your pain as far as "solutions" that require many denaros. I bought a sixteen dollar fan at Walm*** and have it by the bed. It's one of the best things I ever bought. Hawaiin Breeze it's called and it oscillates, has five speeds : D Drink ice water if possible. It really does bring your body temperature down.

My living room had a bank of crank out windows. Someone told me once they are "casement" but I just looked it up and they are actually "awning" windows. Each awning window was removable. So each summer a friend (who devised the platform frame for me) and I would take out the window, set up the frame and install the ac.
We did that for 20 years
A similar process would work for casement I think, if you didn't want to spend a fortune for a "portable" or a specific casement window ac. This ac was about $130, but I bought it a long time ago. It cooled the whole apartment, but was very loud, set in a bank of windows like that.
Sounds like a tear down, and rebuild with proper air conditioning.
