Seemingly saying quite the opposite from the Spokesman we have this document from the head of ITD, as leaked to Moscow's Vision 2020 listserv:

Idaho state gov. seems to be sending out some very mixed signals.

You may get your wish--Orofino is supposed to get snow by Nov.21, but it'll be snowing in Lolo, MT already next week!

I read through the whole thing! Well, skimmed it. The article contains the entire Hearing recommendation, very interesting! The Conoco-Phillips remarks quoted seem a mite self-serving to me, but that's to be expected. The recommendation doesn't mention that this woud only be the first four of multiple shipments, but it does say that each future shipment needs to apply for permits, too, so the implication is that the outcome of this appeal would greatly influence future decisions. Thanks for posting it, Me!

Yes, at the very least everyone is now familiar with the complaints process, and how to challenge the permits. I know they will keep fighting.
