I don't think it is an issue of drivers forgetting how to drive in snow but an issue with the first snow combining with warm roads and then freezing up overnight. Since drivers have not shifted their thinking to a winter mindset they forget and don't see the black ice on the roads and hence the accidents. And if they don't have their winter tires on then that adds one more contributing factor. All just my opinions after 24 winters in Colorado and 1 in Idaho

We also have the effect each winter of a good number of new drivers to the area. Sandpoint has a number of turns which need to be taken at 5mph or less. The first snows mean those turns are taken at 10-15 mph.
