Humidity info can be hard to get. I grabbed weatherspark but yeah they were not very helpful on that point.

At bare minimum the text confirms humidity is high in winter.

Weatherspark's formula appears to require humidity and heat to register a problem. I'd agree but perhaps some disagree.

Northern Nevada can get quite cold as well,there are smaller towns in southern NV away from LV.

"Cold" and "too cold" are terms relative to the individual.

Reno has 2 months with highs averaging in mid 40s and 7 months that average freezing or 20s for lows. Some people will say that is cold or too cold on the lows (I don't care much about lows) or even the highs. For some it is way too cold. Almost everywhere in northern Nevada will be that cold or colder.(Compared to where I am at, this would be moderately warmer and far less snow.)

Reno, to be more precise, gets 165 days of freezing temps (nights, mornings, some into days). So some winter nights are better than the majority. Average of 2 days below zero. (The latter is real light to me but I imagine some freak at any near or below zero degree moments.)

Get the facts and make own judgment on preference or max tolerance of winter. If want "warm" in winter in Nevada, it is southern Nevada. Southern Nevada might not be consistently warm enough in days or at night for some spoiled by the very mildest winter climates. Northern Nevada most suitable only for those who say those temps "don't look too bad".

Northern Nevada and southern Nevada vs. northern Idaho or southern Idaho on winter? It will vary because of latitude, elevation, typical storm tracking. And by time of day. Twin Falls about 10 degrees cooler for heart of winter highs than Reno but barely different on nightly lows. Summer highs in Twin Falls only about 5 degrees less than Reno. Almost everywhere in Idaho will be about as cold or colder than Twin Falls. Does 5 -10 degrees difference matter or matter much? Depends who you ask and if they are being "real" to their feelings (which might change day to day, month to month or year to year and one family member to another).

Small, rural, views of mountains, conservative, mild summers, not too much snow... you're basically describing the small cities in central Idaho valleys: Challis, Mackay, Salmon, etc.
