Leaving the illegal immigration problem out of this and applying it to ALL ethnicities: shouldn't it be easier to change R-1 zoning so that way houses could be converted into LEGAL apartments built to code? I recognize SFR owners wouldn't want R-4 zoning as that could lead to large apartment buildings being built on their streets (not just smaller apartment buildings that fit in with the neighborhood or converted housing), but I don't see R-2 or R-3 zoning as being such a problem.
