What's the main concern? Is electric the answer? it'll blow the same crap into the air? is it exchaust from a 2cycle engine? that 's more of a leg to stand on but like others said, it'll affect low wage landscapers the most so it'll be preceived as racist and never be enforced.
I have forced air HVAC, makes a ton of dust. I’m sure many of you have the same problem.
So what I do is, I just open all the doors and windows and use the gas blower, I just fire that bad boy up and go thru the house house like **** thru a goose.
Takes all of 10 minutes to clean the whole place.
I’ve had the fire department called on me a few times because of the massive clouds of dust blowing out it looks like the place is on fire.

Is racism really the reason? Or is it because every-lazy-one needs their lawn pristine and quickly done and will pay to have the job completed but if they're banned, this won't be the case anymore?

They want them to use cordless blowers. Which still causes “the toxic wind”, the only benefit is no exhaust fumes. The newer battery blowers are not quiet either. Then when they complain still and finally get blowers outlawed altogether, they’ll all complain when the prices skyrocket because they’ll need a fleet of Amigos with rakes. You just can’t win. Some people will just NEVER be satisfied.
Just cut down every single tree and install artificial turf.
