No, I'm pretty sure they aren't. The question is why does he have Verizon service in the first place and how does he manage to spend $100/month on it?

I told him to get on foodstamps so I wouldn't have to send him gift cards anymore. I am starting school in the fall and I have to pay for my tuition.

You didn't have to send him gift cards in the first place.

No you don't. You need to concentrate on yourself & your own needs. Tell him find a soup
kitchen, there are probably hundreds around the LA area. Lots of Churches & Charities have really good, nutritious food available for homeless folk. Stop being a sucker.
