Conservatives didn't shut down the mental hospitals - Reagan pushed responsibility for this type of thing onto the states and offered them grants. It was the states who decided what to do - in most cases, shut down the mental hospitals.

Unless you're trying to argue that California is a bastion of conservatism.

True. We can't blame the homeless problem on a political party.

And the skid row one has ballooned in size 4 fold since Garcetti became mayor and every single other encampment popped up since he became mayor.
