So is it safe to say most basements flood throughout the year? How about building at the top of the hill instead the bottom, lol. Does a flooding basement have to be dislosed at time of sale? Or do I just look for a rowboat in the basement to answer the flooding questions?

There is a place on the property disclosure that will tell you whether there is current or prior moisture or leakage in the basement. Also, disclosed is whether the place has a sump pump or not.
