Rhode Island has like no police patrol cars, and I imagine part of the problem is that they had/still have? a mafia problem in the local government? read that the mayor? governor? was a mafia guy who served time in jail and then got re-elected when he came out.. something like that.

Existing infrastructure can't really handle a ton of new construction and no one has the appetite to pay to make it better. That's a reality in much of populated New England.

Much of the development in Florida is borderline crazy. You have 10 lane roads packed with traffic, woefully permorming public schools, basically no mass transit, and the environment is a disaster. Not to mention that much of the local workforce is exploited with insanely low wages funded by carpetbaggers who made a living elsewhere that they'd never be able to make in "paradise."
