Carrol says he isn’t again, but then says in the same sentence that he is against it. So, I would guess he is against annexation. Unfortunately I think it is a race thing and about trying to get a 4th majority Black district. Which is silly since districts 4 and 7 are probably already majority Black. To put that kind of politics above the city is stupid. Focusing so much on race is going to tear this city a part.

Penn would probably be in favor, so Carroll’s position (whatever it is) is moot. Carroll voted for annexation twice in the past.
