I wish her all the best! See it's a good thing in part because she will be out there breaking down stereotypes about folks from WV. Congrats on the 4.0 grade average, she deserves all that she can get. Now here is where it evens out. My biracial daughter doesn't really qualify for anything because we make too much money (not complaining!). We look at it as the ones that need a hand will get it and we will be just fine

No apology needed. People can basically do whatever they want with statistics. It is natural to use them in any way that suits a person's particular position.
I am very grateful for your feedback on your experience. My wife is black and I am white and we have mixed kids who look mixed/could not pass for white.
I grew up in North Carolina and spent lots of time around Mt. Mitchell in appalachians down here. I have seen around there some really serious white trash klans of generational criminals including ones who poisoned my Uncle's dog, stole from us, etc. I grew up around black people and we were informed of the need to be careful when in the mountains while black if you did not know the area and to be with a white person for your safety. This is not recent, this was more than 30 years ago.
We live in a nice place but my wife wants to Move to Morgantown, WV for a job opportunity. I am trying to tell her that I don't think it is safe enough for my black kids. I go fishing and hunting and want to be able to take them with me and have them go do it on their own when old enough and I don't think it's safe in rural WV for them.

I understand your concern because as a dad and husband your family's welfare should weigh heavily on you.
Morgantown is a big college town area. There is as much diversity as you're going to find in WV.
My experience for the Morgantown area and WV in general is I haven't personally witnessed any racism. I think your fears are misplaced but visit and check it out for yourself.
I think WV is very much a live and let live area but again go check it out for yourself and make your own opinions. I'm just merely saying don't write it off sight unseen it's probably a good place to live and raise a family.
