That's what a lot of police does in various towns sitting there with a camera and a computer to run plates and check for reg and insurance. That's how a lot of minorities are picked out, not because of racial profiling because the camera and computer can scan plates easily.

Tinted windows attract the attention of the cops. Its illegal to have tinted windows in NJ. An obstructed plate is a sure thing to get pulled over.
